摘 要:随着社会整体大环境的竞争日益激烈,人们的工作和生活压力越来越 大。俗话说,身体是革命的本钱,那么,日常的身体锻炼就是前提。本文通过对 嘉兴市农村居民健身活动的调查,全面了解嘉兴市城乡居民参加健身活动的状 况。对我市城乡居民开展健身锻炼现状进行一次全面的调查,进行分析与研究。 以期能引起相关方面的重视, 制定有效措施, 促进城乡居民健身活动的更好开展, 更好地*窠∩淼目埂 关键词:农村居民;健身活动;调查

本次调查于 2011 年 8 月进行,在嘉兴秀洲区主要以问卷形式进行调查。经 调查,发现该地区农村居民参加日常身体锻炼的男性占 51%,女性占 49%;经常 参加身体锻炼的农村居民占 29%;参加体育锻炼的频度较小,时间较短;60%以 上的农村居民参加体育锻炼的意识不强。

一、 农村居民参与健身活动的现状

(一)参与健身的农村居民数量
根据《中国群众体育现状调查与研究》显示的数据,我国农村人口参与健身 活动仅占 28.9%。 而城镇中有 51.23%的人口参与健身活动。中国农村人口中参与 健身活动的在不同年龄阶段的比例明显低于城镇人口。 通过调查,我们发现嘉兴参与健身的农村居民比列大致与全国整体情况相 当。 从职业结构上看, 嘉兴农村参与健身活动的人口职业结构以体力型职业为主; 从年龄结构上看, 嘉兴农村参与健身活动的人口大都都在 16-20 岁和 31-35 岁年 龄组,属于典型的年轻型结构。相比之下,嘉兴城镇居民参与健身活动的人口职 业结构以智力型职业为主干; 参与健身活动的人口集中在 56-65 岁,属于典型的 老年型结构。

据我们调查,嘉兴农村居民参与健身活动是出于治病、参赛等目的的约占 72.3%以上。其目的比较直接。只有少数农村居民将健身活动作为节假日的一种 享受活动,但从现状来看,健身活动很难进入农村居民的日常生活。健身活动在 农村居民的意识层面中也是保证基本需求,缺乏一些人文因素的参与。

(三)农村居民的健身内容与健身时间
据调查结果来看,嘉兴农村居民参与的健身活动项目单一,主要是散步、 跑步、武术、打拳等消费档次比较低的锻炼活动。即使居民有运动的渴望,但是 由于经济条件的落后, 运动环境、 场*鞑牡钠恶ぁ 自身地域文化的限制等原因, 使农村居民很难维持最基本的健身活动。 我们的调查结果表明,在参与健身锻炼活动的农村居民中有 79.4%的人是在 夏、 冬季节参与健身活动的。 在嘉兴, *时参与健身活动的农村居民约占 4.13%。 而在农闲时节,参与健身的居民人口就增至 8.94%。在嘉兴的农忙时节,几乎是 没有农村居民锻炼的。 由此可见,嘉兴农村居民参与健身活动的时间受到农闲农 忙时节的影响,难以有规律的坚持健身锻炼。

二、造成农村居民健身难的原因
(一)城乡发展不均衡
在我国过去的发展模式和体制下,优先发展城市的倾斜型发展战略和政策, 形成了城乡不均的国民收入和社会利益分配制度。虽然在“十五”期间,中央出 台了一系列惠农政策和改革措施, 但农村经济基础长期薄弱的局面并未得到更本 性改变,农村的整体生活水*仍然较低,城乡收入差距大。 经济基础改变上层建筑, 经济是一切活动的基础,没有解决温饱问题的农村 居民, 根本不可能走花钱买健康的健身路子,这必然会制约到农村健身事业的发 展。 再者, 农村公共文化卫生体育设施建设,农村居民获得的福利性体育服务远 远落后于城市。 农村乡镇的体育设施十分匮乏,难以满足广大农村居民的健身要

随着文化程度的提高, 重视健身锻炼的程度也会逐步提高。文化程度的高低 会直接影响到农村居民对健身活动的态度。 据 2010 年第六次全国人口普查统计, 农村人口小学文化程度占 42.8%,15 岁以上的文盲率为 8.3%,分别高于城镇的 23.8%和 4.1%的水*; 农村人口初中及以上文化程度占 39.1%, 远低于城市 65.4% 的水*。 文化程度的高低势必会影响到农民的健身思想观念,导致现阶段全民健 身计划在农村宣传、推广、普及的难度增大。加之当前乡(镇) 、行政村体育领 导机构及农村体育组织还很不健全,全民健身宣传的主题缺失、农村传统的思维 *惯、体育加之取向也会阻碍健身体育的发展。

(三)场地设施匮乏,组织领导力量薄弱
据我们的调查的情况来看, 嘉兴农村居民所占有的健身场地十分有限,往往 是一个乡镇的居民公用一个面积不大的健身场地;从设施上来看,农村居民的健 身设施实为罕见, 甚至很多*傩斩嘉潘次拧>蟛糠值呐┐寰用衩挥写邮陆 身锻炼的资源和条件,其健身锻炼也无法顺利开展。 在嘉兴, 除半数左右的乡镇已初见较为初级的体育组织外,广大乡村还很少 见到群众体育管理组织。专职机构的缺乏在一定程度上抑制了健身活动的推广。 1994 年开始实施的《社会体育指导员制度》截止到 2004 年,我国培养的社 会体育指导员已达 43 万余人,到 2011 年,社会体育指导员的人数将达到 70 万 人左右。 但是, 据相关资料显示, 我国目前的社会体育指导员广大农村仅占 12%, 在城镇中却高达 88%。社会体育指导员在健身活动中起着宣传和推广的作用,在 全面健身事业中起着举足轻重的作用。

(一)政府要加强扶持
政府作为宏观调控的决策部门很显然应该在发展嘉兴农村居民健身活动的 过程中起到重要的规范和引导作用, 只有加强政府的扶持与带动才能尽快尽好的 提高农村居民的健身水*。诚然,经济是发展一切活动的基础,体育的发展亦是 如此。 所以发展嘉兴的农村经济师政府部门的最根本的任务。只有农村居民的经 济水*提高了,文化程度才会得到提升,健身意识才会得到增强,为农村居民健 身活动的蓬勃开展提供先决条件。 其次, 作为政府部门应该加大对农村健身事业的投资,在合理的预算情况下 重视发展农村居民的健身事业加大弄粗健身硬件和软件的投入为健身体育的发 展提供必备条件; 再者,积极地引导地方重视农村居民健身需求,以城市居民健身为榜样,逐 步向农村推行居民健身活动,引导农村居民了解和体验健身活动的重要意义。

(二)加强宣传力度,转化体育观念
由于触及农民生活的媒介形式大多以电视广播为主, 因此可针对农民的余暇 时间在电视上做一些公益广告, 或定期开设一个全民健身讲座,来吸引农民朋友 的注意,一道弄明逐步迈入健身行列。针对农村居民收听广播的*惯,可以开设 一个健身论坛,主要讲解健身活动对预防糖尿病、高血压、肥胖、抑郁等疾病的 积极作用。 各级行政部门要切实发挥宣传作用,以各种形式提高农村居民的健身 意识。使农村居民树立正确科学的体育观。也可以定期举办运动会、组织晨练等 开展一些农民群众喜闻乐见的趣味健身活动, 尝试通过物质性奖励吸引农村居民 的广泛参与,进而更好的从事体育锻炼,促进农村健身事业的广泛开展。
